Transitional housing is intended to offer a supportive living environment and opportunities for social and skills development for formerly homeless adults, youth, and families. Program models range from medical treatment to community economic development. It is a controversial approach to addressing homelessness: some communities prefer to offer permanent housing with transitional support services. This study evaluates a range of transitional programs, reporting on outcomes and suggesting areas for further research.
